Subject: Empanelment of Partner NGOs for Startup Incubation, Grassroots Training, and Ecosystem Support Across 18 Divisions of Uttar Pradesh

1. INTRODUCTION & BACKGROUND

Vedatmane Productivity Council (VPC) is a premier registered Section 8 non-profit organization committed to promoting institutional excellence, grassroots productivity, industrial skill development, and vocational capacity building.

As part of its long-term economic development agenda, the Council has established its flagship incubation ecosystem, Veda-X Ventures.

Veda-X Ventures is designed to support early-stage startups and grassroots entrepreneurs by providing entrepreneurial training, structured mentorship, investor access, business advisory services, and comprehensive incubation support. The initiative aims to nurture innovative enterprises while strengthening the entrepreneurial ecosystem across Uttar Pradesh.

2. OBJECTIVE OF THE RFP

To democratize entrepreneurship and expand its regional outreach, Veda-X Ventures intends to establish decentralized implementation centers across Uttar Pradesh.

The objective of this Request for Proposal (RFP) is to empanel one (1) eligible, competent, and experienced Non-Governmental Organization (NGO) or Social Institution in each of the eighteen (18) Administrative Divisions (Mandals) of Uttar Pradesh.

The selected partner NGO shall serve as the exclusive regional implementation partner for its respective division, acting as the bridge between Veda-X Ventures' state-level incubation resources and local entrepreneurial talent.

3. SCOPE OF WORK

Selected NGO partners shall work closely with Veda-X Ventures to implement the following activities within their allotted division:

• Grassroots Talent Identification

Identify and mobilize innovative business ideas, local artisans, aspiring entrepreneurs, youth, women entrepreneurs, and returning skilled migrant workers through outreach campaigns and talent scouting initiatives.

• Industrial & Vocational Training Support

Coordinate and facilitate technical skill development programs, vocational training, entrepreneurship workshops, business compliance awareness sessions, and capacity-building initiatives aligned with industry requirements.

• Incubation Programme Facilitation

Assist in organizing localized incubation programs, startup bootcamps, mentoring sessions, business diagnostics, and training modules developed by Veda-X Ventures.

• Community Mobilization

Conduct awareness campaigns, stakeholder meetings, entrepreneurship promotion drives, and public engagement activities to encourage self-employment, innovation, and sustainable enterprise development.

4. FINANCIAL SUPPORT & REMUNERATION MODEL

To ensure sustainable implementation, Veda-X Ventures shall provide financial support under a hybrid funding model comprising fixed grants and performance-linked incentives.

A. Fixed Activity-Based Grants
• Bootcamp & Community Mobilization Support

A pre-approved grant ranging from ₹15,000 to ₹30,000 per event shall be provided to cover eligible expenses, including venue arrangements, publicity materials, banners, training handouts, participant refreshments, and other approved logistical costs.

• Infrastructure Utilization Support

Where an empanelled NGO utilizes its own infrastructure—such as computer laboratories, smart classrooms, training halls, or internet-enabled facilities—for delivering Veda-X Ventures programmes, an agreed infrastructure utilization subsidy may be provided to cover electricity, internet connectivity, and routine maintenance expenses.

B. Performance-Based Incentives
• Startup/Candidate Sourcing Incentive

An incentive ranging from ₹2,000 to ₹5,000 shall be payable for every eligible startup or entrepreneur successfully mobilized by the partner NGO, subject to:

Successful screening by the official Veda-X Ventures evaluation panel; and
Formal admission into an approved incubation cohort.
• Incubation Success Incentive

Additional milestone-based incentives may be released when incubated startups achieve significant outcomes such as:

Commercial product launch;
Statutory registrations or regulatory approvals;
Investment from angel investors or venture funds;
Receipt of government grants; or
Other approved incubation milestones.
C. Technical Resource Support
• Trainer & Mentor Honoraria

For specialized technical programmes, industrial workshops, and expert-led training sessions, Veda-X Ventures may directly engage or co-fund domain experts, thereby eliminating the financial burden on partner NGOs.

5. MINIMUM ELIGIBILITY CRITERIA

Applicant organizations must satisfy all of the following eligibility requirements:

1. Legal Status

The organization must be legally registered for a minimum period of three (3) years under any one of the following:

Societies Registration Act, 1860;
Indian Trusts Act/Public Charitable Trust; or
Section 8 of the Companies Act, 2013.
2. NGO Darpan Registration

The organization must possess a valid and active NGO Darpan Unique ID issued through the NITI Aayog NGO Darpan Portal.

3. Relevant Experience

The organization should have at least 2–3 years of proven experience in one or more of the following:

Industrial training
Skill development
Vocational education
Entrepreneurship development
Career counselling
Livelihood promotion
Community development programmes
4. Regional Presence

Applicants must maintain a functional office, branch office, training centre, or demonstrable operational presence within the Administrative Division for which they are applying.

5. Integrity

Neither the organization nor any of its governing body members or key officials should have been blacklisted, debarred, or prohibited by any Central Government, State Government, Public Sector Undertaking, or international funding agency.

6. PROPOSAL SUBMISSION REQUIREMENTS

Proposals shall be submitted in two separate parts.

Volume I – Technical Proposal

Applicants shall submit:

Registration Certificate;
PAN Card;
NGO Darpan Registration Details;
Organizational profile;
Details of industrial training, livelihood, and community development projects executed, along with completion certificates, work orders, or sanction letters;
Profiles of key personnel, trainers, and management team;
Details of available infrastructure and training facilities; and
A strategic implementation plan (maximum two pages) describing the proposed operational approach for implementing Veda-X Ventures programmes within the applied division.
Volume II – Financial Proposal & Organizational Credentials

Applicants shall submit:

Audited Balance Sheets;
Income & Expenditure Statements;
Income Tax Returns (ITRs); and
Other financial statements for the preceding three (3) financial years.
7. EVALUATION & SELECTION METHODOLOGY

All proposals shall be evaluated by a duly constituted Evaluation Committee.

Only one (1) NGO shall be empanelled for each Administrative Division.
